An Act to regulate and improve the civil service of the state of New York. Description from a published volume: "New York was the first state to place a civil service law on its statute books. Theodore Roosevelt headed the Committee of the Assembly that introduced the bill, and it became a law upon the signature of Governor Grover Cleveland. The New York Civil Service Reform Association, first civil service reform organization in the country and now oldest civic reform body of any kind in the nation, had its beginnings in New York City in 1878." 1949-1950 New York State Freedom Train Document No. 79.
