Memorandum for President Franklin Roosevelt from Secretary Edwin M. Watson concerning the Wagner-Rogers Bill, a piece of legislation which proposed admitting 20,000 German refugee children to the United States outside of immigration quotas. This came amidst a swelling of antisemitism in Nazi Germany. Despite public debate, the Wagner-Rogers Bill never came to a vote.
