Description

"Memorandum for the Secretary's Files," a document discussing the meeting where Secretary of the Treasury, Henry Morgenthau Jr. presented his "Personal Report to the President" to Franklin D. Roosevelt. This report argued that certain members of the State Department (particularly Breckinridge Long) were not simply inefficient in rescuing Jewish refugees, but rather were actively using their power to prevent rescue attempts. On January 22, 1944, just days after this meeting, Roosevelt established the War Refugee Board which would go on to save tens of thousands of Jews from the Holocaust.
