"Report to the Secretary on the Acquiescence of This Government in the Murder of the Jews," a memorandum prepared by officials of the Department of the Treasury, primarily Josiah E. DuBois Jr.. This document argued that certain members of the State Department (particularly Breckinridge Long) were not simply inefficient in rescuing Jewish refugees, but rather were actively using their power to prevent rescue attempts. A shortened version of this report, titled "Personal Report to the President" was given to President Franklin D. Roosevelt by Secretary of the Treasury, Henry Morgenthau Jr. On January 22, 1944, just days after his meeting with Morgenthau, Roosevelt established the War Refugee Board which would go on to save tens of thousands of Jews from the Holocaust.
